What is the difference between “temp-to-perm” and regular recruitment services?

"Temp-to-Perm" is a hybrid form of temporary employment (labor leasing) and recruitment services. The employee is transitioned from an initially time-limited labor leasing arrangement ("temporary") into a permanent employment relationship ("permanent") with the client company. This permanent position is thus directly obtained from the preceding labour lease."
